Today is Constitution Day, a time to recognize and celebrate the document that has guided our nation for more than two centuries. Across Caddo Parish, schools marked the day with lessons, activities, and conversations about the freedoms and responsibilities we share as Americans.

At C.E. Byrd High School, students had a special opportunity to hear from Shreveport Mayor Tom Arceneaux, who spoke about the Constitution and the fundamental freedoms it protects.

The Caddo Parish School Board is pleased to announce the appointment of Jeri Bowen as the interim District 8 representative.

Bowen was unanimously confirmed by the Board and sworn in by General Counsel Reginald Abrams during Tuesday’s meeting. She will serve in this role until a special election is held on April 18, 2026.

This marks the second time Bowen has stepped in to serve her community on the School Board, having also been appointed in 2020. A lifelong Caddo resident, Southwood High School graduate, and current Executive Director of the Northwest Louisiana Family Justice Center, Bowen brings a wealth of experience and deep commitment to students and families.

“Education matters,” Bowen shared. “It is not only one of the largest parts of our community, it is the most important.”

We welcome Mrs. Bowen back to the Board and thank her for her service to the students and families of Caddo Parish.

The Caddo Parish School Board has outlined the process for filling the District 8 vacancy.

🔹 Letters of interest from District 8 residents will be accepted until Sept. 2 at 12 p.m..
🔹 Applicants will be interviewed during a special-called meeting on Sept. 2 at 4 p.m.
🔹 The Board will select an interim member to serve until a special election on April 18, 2026 (qualifying Jan. 14–16).

This process follows the resignation of District 8 Board Member Christine Tharpe.

Tonight, the Caddo Parish School Board approved a $1,500 Back-to-School Stipend for all eligible employees. This is in addition to the state stipend of $2,000 for teachers and $1,000 for support staff coming in September.

Meet Tamekia Smith – Principal of Summerfield Elementary School

With a passion for instructional excellence and a track record of school transformation, Ms. Tamekia Smith is stepping into the role of principal at Summerfield Elementary ready to lead with vision, purpose, and heart.

Most recently serving as assistant principal of instruction at Broadmoor STEM Academy, Ms. Smith played a critical role in moving the school out of academically unacceptable status. Her leadership in professional learning communities, data-informed instruction, and alignment of systems helped reignite belief and achievement across the campus. Before that, she served as a master teacher at Woodlawn High, helping to raise the school’s rating and supporting teacher development in core content areas.

Ms. Smith’s leadership journey is both rich and inspiring. From increasing ACT scores and implementing innovative programs as principal of Pelican All Saints High School, to her foundational roles in DeSoto Parish, she has consistently brought excellence and growth to every school she’s touched.

A two-time graduate of LSU Shreveport, Ms. Smith is known for her relentless commitment to student success and her ability to turn challenges into opportunities.

Our countdown to the 2025-2026 school year continues as we celebrate the dynamic principals leading Caddo schools forward. Today, we spotlight a leader returning to a campus that holds a special place in his heart.

Meet Joseph Anderson – Principal of Green Oaks Performing Arts Academy

Mr. Anderson is no stranger to Green Oaks or to leading with purpose and passion. With a long history of service to Caddo students, he brings both deep experience and proven results to his new role as principal. From 2009 to 2017, he served at Green Oaks as a coach and administrative assistant, helping drive a 30-point gain in school performance and aligning instruction with the school’s vision.

Since 2017, Mr. Anderson has served as assistant principal at Woodlawn High School, where he played a key role in raising ACT/WorkKeys index scores by 20 points through targeted instructional strategies and strong collaboration with staff.

A dedicated educator and veteran, Mr. Anderson also serves in the U.S. Air Force Reserves as a Fuels Superintendent and Senior Master Sergeant (E-8). His leadership with the 307th Fuels Management Flight earned them the prestigious 2023 Golden Derrick Award. Whether in the classroom or serving his country, his commitment to excellence is unwavering.

With a Bachelor of Science from Grambling State University and a Master of Education from Louisiana Tech University, Mr. Anderson is ready to lead Green Oaks into a new era of academic achievement and student success.
